Data Services and Fees
Since March 2017, the Liverpool City Region (LCR) Local Planning Authorities have operated a charging framework for certain MEAS advisory services. Charges may apply for discretionary advice provided outside the formal pre-application process, as well as for more detailed technical work undertaken in support of planning and consent applications. Some Local Authorities also apply charges for MEAS input to pre-application enquiries.
As a shared service, MEAS adopts a consistent schedule of fees and charges across the Liverpool City Region. This collaborative approach reflects the continued partnership working between the LCR Local Authorities and helps ensure a high-quality, professional environmental advisory service is available throughout the region.
Income generated through charges is reinvested into service delivery and supports the provision of environmental expertise for the benefit of communities, businesses and the natural environment across the Liverpool City Region.
Please note: MEAS does not charge for environmental data or information itself. Charges apply only to advisory services and data products.

LERC Data Search
Obtain environmental records, species data and supporting information from the Merseyside BioBank Local Environmental Record Centre (LERC) to support planning applications, ecological surveys, research and environmental projects.
HER Data Search
Access archaeological and heritage information from the Historic Environment Record (HER) to support planning, research and development projects.
Waste Local Plan Data
Other Technical Advisory Services
Specialist environmental consultancy, technical advice and bespoke project support, including Planning Performance Agreements and commissioned work.
