Merseyside and Halton Waste Local Plan Data Product
The Waste Local Plan Data Product provides information from the Joint Merseyside and Halton Waste Local Plan for sites within Halton, Knowsley, Liverpool, Sefton, St Helens and Wirral.
This service may be requested as part of a planning proposal or as a standalone enquiry. It is separate from MEAS Pre-Application Advice and Discretionary Advice services and is charged independently.
How the Service Works
- Contact the Waste Local Plan team with details of your site and requirements.
- MEAS will review the request and provide a quotation.
- The requester provides written acceptance and invoicing details.
- MEAS completes the search and issues the data product.
- An invoice is issued with payment due within 14 working days.

- Assessment against the Waste Local Plan site scoring methodology.
- Identification of significant site constraints.
- Confirmation of whether the site falls within a Waste Local Plan Area of Search.
- Review of supplied site boundary and location information.
- Validation of search information before reporting.
Bespoke Searches and Service Level Agreements
Larger, strategic, complex or linear development projects may require bespoke searches that fall outside the scope of the standard data product.
Bespoke quotations are agreed on a case-by-case basis and may take account of:
- Search area size.
- Project complexity.
- Data requirements.
- Urgency of response.
- Strategic or multi-site assessments.
Service Level Agreements (SLAs) are available where ongoing support or annual access arrangements are required.
Non-Commercial Users
Reduced charges may be available for non-commercial users, including students, researchers, charitable organisations and voluntary groups.
Requests are assessed on a case-by-case basis and supporting information may be required. As a guide, charges are typically around 50% of commercial rates.
A minimum fee of £90.00 normally applies where staff time is required.
Payment Information
Requesters may be required to provide a Purchase Order Number or invoicing reference before work commences.
VAT is chargeable on Waste Local Plan data services. Payment is normally due within 14 working days of the invoice date unless otherwise agreed.
