MEAS provides a range of specialist technical advisory services to support planning, environmental assessment, strategy development, project delivery and regulatory requirements.

These services are generally tailored to the individual requirements of each project and are available where the requested work falls outside the scope of standard Discretionary Advice, Pre-Application Advice, Local Environmental Record Centre (LERC), Historic Environment Record (HER) or Waste Local Plan data products.

How the Service Works

  1. Contact MEAS with details of your requirements.
  2. MEAS will discuss the scope of work and identify the most appropriate service.
  3. A written quotation or fee estimate will be provided.
  4. The requester provides written acceptance and invoicing details.
  5. MEAS undertakes the work and issues any agreed outputs, reports or advice.
  6. Where appropriate, follow-up advice may be agreed separately.

Charges and Fee Structure

Charges for technical advisory services are based on the scope, complexity and timescale of each request.

A written quotation will normally be provided before work commences and will include:

  • Scope of work.
  • Delivery timescales.
  • Applicable fee rates.
  • Estimated cost.
  • Maximum charge (ceiling figure) where appropriate.
Charge Type Details
Minimum Charge £140.00 (excluding VAT)
Charging Basis Actual time spent, recorded in 15-minute intervals.
Quotations Provided in writing prior to commencement of work.

How Charges Are Calculated

MEAS considers several factors when preparing quotations and fee estimates:

  • Urgency of the request.
  • Staff expertise required.
  • Complexity of the work.
  • Commercial or non-commercial nature of the project.
  • Total chargeable time required.

Fee rates are reviewed annually and may vary depending on project requirements, available capacity and agreed delivery timescales.

Bespoke Projects and Ongoing Support

MEAS can support larger or more complex projects through bespoke commissions and Service Level Agreements (SLAs).

This may include:

  • Strategic planning projects.
  • Multi-year support arrangements.
  • Specialist technical reviews.
  • Major infrastructure projects.
  • Environmental strategy development.
  • Programme and partnership support.

Non-Commercial Users

Reduced charges may be available for non-commercial users, including students, researchers, charitable organisations and voluntary groups.

Requests are assessed on a case-by-case basis depending on the nature of the enquiry and the resources required.

Payment Information

Requesters may be asked to provide a Purchase Order Number or invoicing reference before work commences.

VAT is chargeable on technical advisory services. Payment is normally due within 14 working days of the invoice date unless otherwise agreed.
