The Liverpool City Region has set out its ambition to transform itself into a low carbon economy in which future economic growth is decoupled from the consumption of fossil fuels and their impact on carbon emissions. The SEAP will drive growth in decentralised energy generation and supply using renewable and low carbon fuels, delivering employment, investment and reduction in carbon emissions. The LCR SEAP has been prepared with assistance from the Government’s Climate change Skills Fund (administered by the Climate Change Local Authority Programme (CLASP). Work has been co-ordinated by Merseyside EAS with the support of Arup and the participation of the Local Enterprise Partnership and six City Region Councils, Halton, Knowsley, Liverpool, Sefton, St.Helens and Wirral
